The Yuzhny satellite city will occupy a total area of ​​more than 2 thousand hectares. Implementation of the project, which involves the construction of 8.8 million sq. m of real estate (including 4.3 million sq. m of housing for 134 thousand people) will take about 15 years.

The concept of the project involves dividing the territory of "Yuzhny" into nine mini-cities, each of which will have its own center of attraction - a "palace" (by analogy with the surrounding historical heritage- parks and palaces of Pushkin, Petrodvorets and Gatchina). Here, “palaces” are multifunctional complexes that unite public and creative spaces, various commercial structures and organizations aimed at organizing leisure, recreation and additional education for local residents and all citizens of St. Petersburg.

The "palaces" will form the so-called "Golden Alley" - the main space of the satellite city - a bicycle and pedestrian frame, a symbol of "Southern" and a connecting element between the mini-cities. In all mini-cities of “Yuzhny”, in addition to multifunctional “palaces” and housing (individual development, as well as low- and mid-rise housing three to five floors high with dominants up to ten floors), the necessary transport, communal and social infrastructure will be built.

According to the project, 37 kindergartens, 16 schools, 21 sports complex, eight clinics and a hospital, 25 cultural and art objects. Almost 16 hectares are allocated for the placement of physical education and sports facilities. Various public areas and parks will occupy about 350 hectares - a quarter of the entire territory of Yuzhny.

The construction of the satellite city will be carried out according to the “smart city” concept, when all residential and business processes are synchronized and will avoid inconvenience for both the residents of the Yuzhny districts and the commercial structures operating in them.

Investments in the project are estimated at 219 billion rubles. Among the already well-known investors are the Turkish Renaissance Construction, which will act as a construction contractor, and the Russian Direct Investment Fund (RDIF), an agreement between which was signed during SPIEF 2017.

“Attracting an experienced international investor to such a large-scale project as the construction of an entire city will significantly reduce the costs of its implementation and increase the efficiency of work. The experience and expertise of Turkish partners will be indispensable at all stages of creating a satellite city - from the design of facilities to their construction and commissioning into operation,” said RDIF head Kirill Dmitriev.

Transport connections


Using the already mentioned digital dynamic model, you can not only display any future urban processes, combine urban planning plans, “try on” various architectural and planning solutions, but also monitor the implementation of “road maps” for infrastructure development, including transport. For transport links with the satellite city, in particular, it is planned to launch Aeroexpress.

A competition to select a concessionaire for the construction of its first section - from Vitebsky Station to Pulkovo Airport - will be announced in the second half of this year. According to the Vice-Governor of St. Petersburg Igor Albin, the length of the line will be 22 km. The cost of the project is estimated at 19 billion rubles. Then the Aeroexpress line will be extended to Yuzhny - another 10-15 km.

According to Sergei Khromov, today “Yuzhny” is located in an advantageous transport location: the six-lane Kievskoye Highway passes nearby, and on the territory of the future satellite city there are two railway stations. The company is negotiating with Russian Railways about the launch of high-speed Lastochka trains, which will stop at Yuzhny. A development plan for a site with a total area of ​​48.5 hectares in the area of ​​the village of Lesnoye was brought up for discussion. This is a small part of a gigantic project, within the framework of which it is planned to develop more than 2 thousand hectares.

The project for planning the territory near the village of Lesnoye was presented by Konstantin Kovalev, Deputy General Director for Development of START Development LLC. Here's what he said.

Seven mid-rise apartment buildings will be built here ( maximum height will be 33 meters, 220 thousand square meters. m), a school for 825 students, three kindergartens for 423 places in total. Parking lots, roads and other infrastructure

It is expected that the construction of social and road infrastructure will be carried out simultaneously with the construction of residential buildings.

The PPT also provides for the creation of parking lots on the territory of the block (about 4.4 thousand parking spaces), including the construction of five separate multi-level parking lots for 1.25 thousand cars.

A public transport depot will also be needed as new routes to St. Petersburg will appear. The road network, naturally, will also fall on the shoulders of the developer. But highways are the city's concern.

In terms of transport accessibility, the territory also has a reserve in the form of a railway connection. Today, trains do not stop at Lesnoy, but when the population begins to arrive, both a platform and additional flights will appear on the schedule of the same “swallows”. The developer is already negotiating this with Russian Railways in advance.

The head of the urban planning department of LenNIIproekt, Yuzef Parkman, spoke in detail about the engineering support of the quarter: “The loads were calculated in detail for each section of the territory. In terms of electricity, this is 11 mW. In total, two distribution points and 13 substations will be built in the satellite city of Yuzhny. This guarantees uninterrupted power supply. There will be no problems with the water supply, everything complies with the standards and has been agreed upon with the relevant departments.”

No one is forgotten

Speculation around the Yuzhny satellite city project began quite a long time ago. One of them is completely beyond the bounds: supposedly construction will take place on the bones of our soldiers who died during the war and have not yet been buried.

The commander of the search team “Ingria”, associate professor of the history department of St. Petersburg State University Evgeniy Ilyin, gave a unique report on this topic. He cited archival data that in the Kondakopshino area the losses were not as great as some claim: not thousands or even hundreds, but dozens (in 1944) or even a few (in 1941) of defenders of the Fatherland. The Ingria search party explored the entire territory of the first quarter of the South. And two years ago, the remains of four of our soldiers were discovered not far from the future construction site and were reburied at military cemetery. Since then, work has continued, but other than shell casings, rifles and unexploded shells, there have been no finds. Some local activists advised expanding the scope of the search, exploring the nearby swamps... But there will be no construction there.

The search around the village of Lesnoye, Ilyin noted, was hampered by a large number of garbage dumps: tin cans, scraps of metal, reinforced concrete slabs with reinforcement. It's hard to work with a metal detector.

At public hearings there is always a place for both demagoguery and emotions. These were quite typical. However, some interesting details also emerged. For example, residents of Pushkin, who were very worried about places in their schools and were preparing to repel the advance of the Varangians, learned that it is from Pushkin that children are transported to Lesnoye today and the school there is overcrowded.

The owners of garages, who had been using them for several decades, suddenly found out that they had no legal right to do so. Approximately 500 of these buildings, which have turned into warehouses, cellars and outbuildings, are doomed to demolition. This was reported to those present by Deputy of the Legislative Assembly of St. Petersburg Yuri Bochkov, who was forced to admit: “There are no legal grounds for the existence of these garages. You will be demolished, I won’t lie.”

By the way, the representative of START Development Konstantin Kovalev was not as categorical as the people's representative from the city of Pushkin. He proposed creating a working group and dealing with each specific case separately. In general, the law is harsh, but there is also the good will of the developer. And the developer, fortunately, is ready for dialogue.

After the public hearing, four days are given to submit reasoned objections and proposals. The course of the discussion in the Pushkinsky district administration building suggests that they will not happen. This means that by the end of this year the first PPT for the satellite city of Yuzhny will be approved, which can be considered the start for the entire project (by the way, only after the PPT is approved can social facilities be included in targeted investment programs). In 2018, it is planned to present the next quarter's PPT on 230 hectares.

The development concept for the South is based on the idea of ​​“jobs first, housing second.” This model has already shown effectiveness in creating satellite cities in England, the USA, South Korea and other countries. According to the plan of the European University, about 116 thousand jobs should be created in the city, which will employ almost 29 thousand residents of the South, or 45% of the working population of the satellite city. The remaining 87 thousand jobs will be filled by residents of the south of St. Petersburg and the Leningrad region. The second point is the quality of the jobs created. More than half of the jobs must be designed for highly skilled labor. The “southerners” will also work in the Doni-Verevo industrial zone with an area of ​​183 hectares, which is also being developed by Start Development. It is planned to locate warehouses and low-hazard production facilities there: assembly, manufacturing enterprises, enterprises in the pharmaceutical industry, the food industry, and the production of building materials. They intend to begin construction of both the infrastructure and the buildings themselves in Yuzhny in mid-2015, said Andrei Nazarov. Before this time, all permitting documents must be ready - amendments to the General Plan and Land Use and Development Rules must be approved by the Legislative Law. The company is currently developing outlines for these documents.

The first to be developed, according to Nazarov, is an area of ​​209 hectares. According to the authors of the concept, the one-time commissioning of real estate should be at least about 150 - 200 thousand square meters. m of housing designed to accommodate 5 - 7 thousand people, and 200 - 300 thousand sq. m. m of non-residential space, including enterprise buildings that create jobs, retail real estate, entertainment and guest infrastructure.

Construct the entire volume of planned development - 7.2 million square meters. The company does not intend to do this on its own. The land will be sold to developers in accordance with their “appetites”. The investor expects to attract not only large construction holdings, most of which have already formed their own land banks, but also medium-sized and even small companies. How exactly the plots will be put up for sale is still unknown.

The architectural appearance, as well as the frequency of commissioning of housing, business development, commercial space and all necessary infrastructure should be regulated by the city and the market. Similar mechanisms now control development in Shushary, in the south of the city and in the Primorsky district. As practice shows, the construction of social and transport infrastructure in these areas lags significantly behind the pace of housing construction, and the quality of the urban environment and the appearance of the neighborhoods often leave much to be desired.

The creation of a transport connection between Yuzhny and St. Petersburg also depends on the city. If the existing infrastructure is not developed, not only home buyers in the new city, but also residents from Gatchina, Pushkin and Pavlovsk will get stuck in traffic jams on the Kievskoye and Pulkovskoye highways. The city will inevitably develop transport infrastructure in a southern direction in connection with the development of large projects in Gatchina, Andrei Nazarov hopes.

Plans for the development of public transport from St. Petersburg and Pushkin to Yuzhny are also just being developed.
