Kamenka founded at the beginning of the 18th century in the area of ​​​​an ancient stone ford across the Atmis River on the way from Penza to Nizhny Lomov and Tambov, and even earlier, apparently, from the Golden Horde city of Ukek (now in Saratov) to the city of Mokhshi (Narovchat). It is from this ford that the village got its name. In 1710 - the village of Zavalny camp of the Penza district, 8 yards of Major General, Brigadier Ivan Mikhailovich Golovin. In 1717 it has the name "the village of Dmitrievskoe (Kamenka identity)" (according to the church in the name of St. Dmitry of Thessalonica), it was ravaged by the Kuban, the church was burned down. Around 1730 a new Dmitrievskaya church was built. At the end of the 18th century, it was an agricultural village with small oil mills based on hemp cultivation and potash factories; there were 4 water mills on Atmis. Thanks to the large Penza-Tambov road, the peasants worked part-time on the carriage of merchant goods, were engaged in petty trade and the provision of services to travelers. Local residents participated in the Peasant War on the side of Emelyan Pugachev (1774), and the peasant Ivan Ivanov gathered a small detachment here, with which he tried to capture Penza.

In 1932, a sugar beet warehouse was founded, and the construction of a sugar factory began. In 1938, there were 430 workers at the brick, cereal, butter and cheese factories, the elevator, etc., the length of the streets was 15 km, of which 7 km were paved; there were 5 schools, a hospital with 70 beds, a cultural center, 3 clubs, 3 libraries, a rest home with 250 beds. The process of transformation from the village to the city was accelerated by the Great Patriotic War, since the factories evacuated from Ukraine from the city of Kirovograd - "Red Star" and "Kommunar" from the city of Zaporozhye, were located in Kamenka, on the basis of which the production of mines, shells and air bombs was launched; from 13.4.1943, the production of horse seeders began. In the former estate of Voeikov, evacuation hospital No. 3289 was deployed.
